Overview

The Curaçao gaming licence has historically been one of the most widely held licences in the online gambling industry, primarily due to its relatively low cost, fast issuance, and broad acceptance. Regulated by the Government of Curaçao, the licence is popular among emerging and mid-tier operators targeting non-EU markets. Following major reforms in 2023 under the National Ordinance on Offshore Games of Hazard (NOOGH), the regime has become significantly stricter.

Post-2023 operators must comply with enhanced AML/CTF regulations, maintain responsible gambling tools, and file regular reports to the GCB. The "master licence / sub-licence" model has been abolished; all operators now hold direct licences. Player complaints are handled by an independent ADR body.

Application Requirements

Under the 2023 reforms, applicants must apply to the Curaçao Gaming Control Board (GCB). Requirements now include a comprehensive business plan, proof of company incorporation in Curaçao, AML/KYC procedures, technical audit, and fit-and-proper assessment of key personnel. A local substance requirement (office and staff) applies.
